To complement the high speed of the advanced craft being developed by the Amphibious Assault Landing Craft Program, a need exists to consolidate cargo into larger unit loads in order to improve the material handling rates at the terminals of the ship-to-shore cycle. This report documents the design, fabrication, test, and evaluation of four prototype large pallets, 8 x 9 feet in area, each capable of carrying four standard 40 x 48-inch pallets. The prototype pallets include a wooden, a folded-plate, an aluminum, and a strongback design. Each pallet functioned well with respect to its specific design criteria; however, no one pallet was clearly superior to the other three alternatives, and none fulfilled all the design criteria. Two prototype air cushion vehicle (ACV) amphibious assault landing craft (AALC) designated the JEFF(A) and JEFF(B) are being respectively developed by Aerojet General Corporation, Tacoma, Washington, and Bell Aerospace Company, New Orleans, Louisiana. Each craft weighs approximately 170 tons, fully loaded, and is supported on a cushion of air contained by a flexible skirt system which circumscribes the lower outer perimeter of the craft. The JEFF/AALC craft are able to operate at high speeds over both water and land and will serve to deliver personnel, equipment, and supplies from an offshore amphibious assault ship to a shore landing area. Docking impact can occur when a JEFF craft enters the well deck of an amphibious assault ship such as the LPD (amphibious transport, dock) or LSD (landing ship, dock). The impacts that can occur during docking are potentially dangerous because of the lightweight construction of the JEFF. Accordingly, the rigid body motions of the craft were investigated for an assumed set of docking cases, and energy-absorbing capabilities and characteristics were calculated for the pressurized skirt system, the protective bumpers, and the hard structure of both configurations of the experimental prototype craft. The present report analyzes vulnerability to docking collision, recommends modifications to the proposed bumper protection system, and makes suggestions concerning operational methods of docking to reduce collision hazards. Excerpt: The Landing Craft Assault (LCA) was a landing craft used extensively in World War II. Its primary purpose was to ferry troops from transport ships to attack enemy-held shores. The craft derived from a prototype designed by John I. Thornycroft Ltd. of Woolston, Hampshire, UK. During the war it was manufactured throughout the United Kingdom in places as various as small boatyards and furniture manufacturers. The design was also produced in Commonwealth boatyards in the Far East. Typically constructed of hardwood planking and selectively clad with armour plate, this shallow-draft, barge-like boat with a crew of four, could ferry an infantry platoon of 31, with space to spare for five additional specialist troops, to shore at 7 knots (13 km/h). Men generally entered the boat by walking over a gangplank from the boat deck of a troop transport as the LCA hung from its davits. When loaded, the LCA was lowered into the water. Soldiers exited by the boat's bow ramp. The LCA was the most common British and Commonwealth landing craft of World War II, and the humblest vessel admitted to the books of the Royal Navy on D-Day. Prior to July 1942, these craft were referred to as "Assault Landing Craft" (ALC), but "Landing Craft; Assault" (LCA) was used thereafter to conform with the joint US-UK nomenclature system. This document analyzes landing craft vulnerability to enemy action, and provides methods for the combination of all vulnerability factors into usable attrition rates. Vulnerability of landing craft to enemy action has been estimated using two complementary methods. The first, which has wide applicability, estimates the extent to which a craft is exposed to attack or damage as a function of exposed area and time, and considers all types of weapons at all ranges but does not consider accuracy in detail. It provides values that are proportional to the number of fragments that might be taken during one round trip to the beach. Provision is made for extension of the method to more elaborate models and for the conversion of the vulnerability values to attrition rates. The second method (of narrower applicability) is a probability analysis of the craft in a very specific artillery environment. It provides values for the probability of a hit, the probability of a kill, and attrition rates, and also provides a method for estimating the downtime resulting from attrition. Results are presented for seven out of over 40 craft that were examined in detail. Data are included on craft unloading times and artillery shell fragmentation.
